The Board of Trustees of the University of Illinois hereby requests pre-proposal qualifications from Construction Management firms to provide professional services in connection with the following project:

Project Name
Division of Campus Recreation - Renovation and Expansion of the Intramural Physical Education Building - Phase II

Description of Project
The Campus Recreation Center consists of racquetball courts, climbing wall, gymnasiums, walking track, fitness areas, weight lifting area, locker rooms, indoor pool, outdoor pool, administration area, wellness center, seminar room. The project consists of new construction connected to an existing building, remodeling of existing spaces, and an addition of upper level, fitness area, walking track, and vaulted skylight. Also included will be exterior hardscape, landscape and related site work.

The Construction Management firms chosen to advance to the Proposal Phase will be asked to submit a proposal for Construction Phase services. If the University of Illinois at Urbana-Champaign determines that additional services are desirable, the selected firm may be asked to provide a proposal for those additional services at a later date.

The professional architectural and engineering services for the project are being provided by VOA, 224 South Michigan Avenue, Chicago, IL 60604 (312) 554-1400. The project is currently being prepared for competitive bidding.

GSF:120,000 (addition) 220,000 (remodeling)
Project Budget: $50.6 million
Construction Budget: approximately $40 million

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows

  • Personal Computer: Microprocessor speed of 100mhz or higher, 24Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended
  • E-mail: PRZM requires the user to have a valid e-mail account
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM
  • Computer-Aided Drawing (CAD) viewer
Outline of Construction Management Services
Construction Management services required under this contract may include, but is not limited to, the following:

Construction Services
  • Construction Project Organization
  • CPM and PERT Schedule management updated monthly
  • Establishment of Safety Programs
  • Site logistics
  • Site staging and mobilization
  • Coordination with UIUC Commissioning Group
  • Coordinate punch list preparation and manage completion
  • Coordination of Certificate of Substantial Completion and Final Completion
Part 1 Submittal: Qualification Requirements
Only those Construction Management firms that meet the following qualifications will be considered for the short list selection:
  • Qualified to practice as a Construction Manager in the State of Illinois
  • Registered and authorized to do business in the State of Illinois
  • Must have a working office in the State of Illinois
Firms shall submit descriptions of the last 3-5 facilities that most clearly match the scope of this project where the firm provided construction phase services.Information should include the following:
  • Project Description
  • Scope
  • Unique characteristics
  • Unique challenges
  • Specific accomplishments
  • Project Location
  • Architectural Firm, Project Manager, Project Designer
  • Urban or suburban setting
  • Site constraints
  • Size/GSF/NSF
  • Number of stories
  • Schedules

  • Schedule submittals should include activities from start of construction to final construction completion and include the following activities and milestones: Contract Award, Construction, Substantial Completion, Occupancy, Final Completion.
The Prequalification Submittal should be organized as follows

Tab 3: General Description of project understanding and challenges

Tab 4: Federal Standard 254 form expanded to allow for complete project descriptions noted above

Tab 5: Client references (minimum of 3 required - including name, title, address, telephone number, related project and date, reference's participation in project)

Tab 6: Contractor references (minimum of 5 required - including name, title, address, telephone number, related project and date, reference's participation in project)

Tab 7: A/E references (minimum of 5 required - including name, title, address, telephone number, related project and date, reference's participation in project)

Submission of Prequalification Statement
Each Construction Management firm will be required to pre-qualify. The prequalification deadline is 12:00 noon, prevailing time, on Wednesday, March 16, 2005. Prequalification forms shall be delivered to the address shown below.

Approval of Prequalification Submittals and Creation of the Short List
The University will review the prequalification of the firms who submit and render a decision regarding the Construction Management firms' standing and qualification to submit a proposal on or about Friday, March 18, 2005. Following the University's evaluation of the prequalification submittals, a short list will be prepared; and only those firms will be permitted to advance to the Proposal Phase.

Minimum Qualifications
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:

  • Prior firm experience in planning and construction of similar projects
  • Specific relevant experience of the key individuals assigned and an organization of sufficient size
  • Track record indicating an ability to work cooperatively and collaboratively with other members of a large project team on similar projects
  • Proven quality of performance of the Construction Management firm throughout the construction process
  • Minority Business Enterprise/Female Business Enterprise status of the Construction Management firm and any consultants
  • Prior performance of Construction Management firm in connection with completed projects for the University of Illinois and other universities
