Description of Project
The Irwin Academic Services Center, located at the corner of Fourth Street and Armory Avenue on the Urbana-Champaign campus, serves the academic needs of all student-athletes on this campus by providing study space, tutoring rooms, computer laboratories, and administrative support. This addition, to the north of the existing facility, will provide additional supplementary spaces, including classrooms, computer labs, a multipurpose room, tutoring rooms, and offices. This project will also require minor demolition and remodeling of selective areas within the existing facility to accommodate the addition. The existing facility will also receive a new roof.

A recent, in-house conceptual study, developed with the cooperation the Director of the Irwin Academic Services Center, will serve as a general guideline for this addition and minor remodeling. The recent effort addressed programming and space planning issues, and conceptual floor plans were developed.

Firms should submit seven hard copies and one electronic copy of a CDB SF 255 form (section 8 should be modified to include additional information of relevant projects)and a copy of your current CDB prequalification application. For full consideration, interested firms should identify, at the time of submittal, all consultants anticipated to perform a significant role within the proposed team of professional services consultants.

The professional services consultant selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

The deadline for receipt of both hard and electronic submittals is 4:00 p.m., Friday, April 29, 2005.

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended
  • E-mail: PRZM requires the user to have a valid e-mail account
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM
  • Computer-Aided Drawing (CAD) viewer
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Prior experience in the design and construction of similar projects
  • Make-up and strength of the project team, including consultants
  • Prior experience with institutional clients
  • Prior experience with projects at the University level
  • Overall quality of the projects submitted
  • Overall design quality of the projects submitted
  • Overall project experience
  • Current commitments of proposed staff and firm

Minimum Qualifications
Only those firms, which meet the following qualifications, will be considered for selection:

  • Licensed to practice as an architect in the State of Illinois
  • Prequalified with the State of Illinois Capital Development Board
  • Registered and authorized to do business in the State of Illinois
  • Utilization of AutoCAD compatible system
