Project Description
The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with this project.
Description of Project
With the addition of a new, 140,000-gross-square-foot science laboratory building, the Advanced Chemical Technologies Building (ACTB), slated for early 2008, the University of Illinois at Chicago (UIC) is seeking architectural and engineering planning services to develop a critical assessment of the feasibility of renovating adjacent existing science and engineering space for state-of-the-art academic, research, and interdisciplinary functions. This will require a review of over one million square feet of space in the Science and Engineering Quad on the East Campus of UIC and development of alternative renovation scenarios.
Performance-based facility assessment and program verification activities are being conducted internally. UIC has already completed an exhaustive review of deferred maintenance items within these buildings. In many instances, the systems are either failing or are inadequate to support the functional needs of the programs they serve. Additional infrastructure assessments will be required to address specific programmatic needs. These include, but are not limited to, interdisciplinary priorities, college priorities, growth projections, benchmarking, and functional relationships based on required adjacencies. Both the College of Liberal arts and Sciences and the College of Engineering are developing strategic plans that will establish the priorities for their respective colleges. The Library is also actively participating in this process.
Scope of Work
Program Planning and Needs Verification, Sequencing Development and Cost and Schedule Development.
UIC expects deliverables to include recommendations about program relocation, site development, facility conversions as needed, and associated costs and schedules. This will allow UIC to plan facility investments that will enhance the efficient use of science and engineering laboratories through improved interdisciplinary interactions and result in increased research productivity.
The initial commission will be limited to the development of preliminary planning and an action plan (Phase I) in preparation for the completion of the full study (Phase II).

The professional services consultant selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
The deadline for receipt of both hard and electronic submittals is 4:00 p.m. CST, Monday, April 18, 2005.
The project will be administered using the owner?s web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows
Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution
Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended
E-mail:PRZM requires the user to have a valid e-mail account
Software: At various stages of PRZM, users will be required to attach their documents to PRZM
Computer-Aided Drawing (CAD) viewer
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
- Architect/Engineer/Consultant experience in the preparation of feasibility studies and programming, including benchmarking and science and engineering trends in similar science and engineering research laboratory buildings/projects
- Firm experience with projects of similar size and complexity in an academic setting
- Quality and specific relevant experience of key staff assigned
- Concern, methods and demonstrated proficiency in cost estimating
- Commitment of principal or partner?s involvement in project
- Appropriate staff size and disciplines
- Prior performance of the firm, its assigned staff and consultants for the University of Illinois and other relevant clients/institutions
- Quality of presentation
- MAFBE Status of Architect/Engineer and any consultants

Minimum Qualifications
Only those firms which meet the following qualifications will be considered for selection:
- Licensed to practice as an architect, engineer, or landscape architect in the State of Illinois
- Prequalified with the State of Illinois Capital Development Board
- Registered and authorized to do business in the State of Illinois
- Utilization of AutoCAD compatible system
