Request for Professional Services Qualifications (QBS): Sanitary Sewer Extension

Description of Project
New building construction and planned development have created a need for new sanitary sewer. To accommodate this need the Urbana-Champaign Sanitary District is constructing a new sanitary sewer lift station south of Windsor Road and First Street in Champaign. This proposed sanitary sewer extension would serve the area to the north and east of this new lift station.

The project shall consist of:

1.Preliminary design of a sanitary sewer from south of the intersection of Saint Mary's Road and First Street to the new lift station, south of Windsor Road and First Street, in Champaign.

2.Final design and construction documents for a permanent portion of the total length from south of the intersection of Saint Mary's Road and First Street, to just south of Hazelwood Drive and South First Street. At this southern terminus of the permanent sewer a temporary connection shall be placed by routing the sewer west under South First Street to an existing sewer.

It is critical that the final design, as described in Item 2, above, be permanent, thereby allowing construction in phases.

Timely completion of the final design and construction documents is critical. The final completion date for the project is May 1, 2006.

The basis of design shall consist of serving an area bounding by Saint Mary's Road on the north, Goodwin Avenue extended on the east, Windsor Road on the south, and the CN railroad tracks on the west. In addition, a force main is being constructed, by another project, entering the northern terminus of this sewer. A sanitary sewer master plan was completed in 1991, and is a necessary input to this design.

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of proposed staff and firm.
  • Overall design quality of the projects submitted
  • Prior experience with projects at the University level
  • Appropriate staff size, professional disciplines, and professional/technical supervision.
  • Proven professional capability and demonstrated prior experience on projects of similar scope and complexity.
  • Ability to meet the project schedule.
  • Overall experience of the proposed consultant team.
  • M.A.F.B.E. participation.

Minimum Qualifications
Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an engineer in the State of Illinois
  • Prequalified with the State of Illinois Capital Development Board
  • Registered and authorized to do business in the State of Illinois
  • Utilization of AutoCAD compatible system

Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
