Request for Proposal: An Inter-modal Transportation Study

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the Inter-modal Transportation Study.

Description of Project
For some time, the University has been redefining its philosophy on how people should move about the campus with an eye toward creating a safer, walk-able, and healthy campus environment. Almost 40,000 students and an additional 10,000 plus faculty and staff live and work in the campus district; their safety is an important responsibility for all three entities. Therefore, the University and the cities of Champaign and Urbana are seeking qualifications from consultants to assess existing transportation systems (including pedestrian, mass transit, motor vehicle, and bicycle modes) and make recommendations on how these systems should be organized and configured in the campus district. The recommendations on proposed transportation changes should consider prior studies and recommendations made by the Campus Area Transportation Study.

The University and the cities of Champaign and Urbana seek an independent, forthright consultant, able to make sound recommendations to the University and the cities.

Recommendations from this study will be shared with the administrative staff members and local elected officials and the Campus Area Transportation Study Technical Advisory Committee for implementation strategy.

Procurement of Inter-modal Transportation Study Consultant Services:

The selection of the inter-modal transportation study consultant firm will be based on demonstrated expertise in transportation planning. If the University of Illinois at Urbana-Champaign determines that additional services from the inter-modal transportation study consultant firm are desirable, the selected firm may be asked to provide a proposal for those additional services at a later date.

Part 1 Submittal: Qualification Requirements:
The University of Illinois encourages the participation of firms not currently under contract to submit proposals for providing professional services. Only those inter-modal transportation study consultant firms that meet the following qualifications will be considered for the short list selection.

  • Licensed to practice as an architect, engineer, or landscape Architect in the State of Illinois, if that service is to be proposed
  • Registered and authorized to do business in the State of Illinois
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Prior firm experience in evaluating similar projects
  • Design expertise that encourages and promotes physical activity
  • Expertise in transportation planning with emphasis on pedestrian systems
  • Expertise in safety and planning for minimizing modal conflict
  • Current commitments of proposed staff and firm
  • Overall quality of the projects submitted
  • Prior experience with projects at the University level
  • Inclusion of Minority Business Enterprise/Female Business Enterprise
Firms shall submit descriptions of the last 3-5 projects that most clearly match the scope of this project where the firm provided evaluation and recommendation services.

Information should include the following:
  • Project Location and Description
  • Scope
  • Unique characteristics
  • Unique challenges
  • Specific accomplishments
  • Project location
  • Project budget
  • Owner/Client contact information
In addition to the above project specific information, the inter-modal transportation study consultant shall include a description of the deliverables that the inter-modal transportation study consultant would propose to provide as a result of this study.

The qualification submittal should be organized as follows:
  • Tab 1: Introduction letter
  • Tab 2: General description of firm, philosophy, accomplishments, value
  • Tab 3: Federal Standard 255 form expanded to allow for complete project descriptions noted above.
  • Tab 4: Client references (minimum of 3 required - including name, title, address, telephone number, related project and date, reference's participation in project)
Qualifications Submittal
Each professional services firm will be required to submit five copies of their qualifications. The qualification deadline is 4:00 pm, prevailing time, on Friday, January 20, 2006. Qualification materials shall be delivered to the address shown below.

Approval of Qualification Submittals and Creation of the Short List
The University will review the qualifications of the firms who submit and render a decision regarding the inter-modal transportation study consultant firms' standing and qualification to submit a proposal on or about Friday, January 20, 2006. Following the University's evaluation of the qualification submittals, a short list will be prepared; and only those firms will be permitted to advance to the proposal phase.
