Project Description
The Board of Trustees of the University of Illinois at Urbana-Champaign requests statements of qualifications from Professional Services Consultants interested in providing the Urbana-Champaign campus with historic preservation architectural services on a retainer basis. The University has a target number of four (4) firms to be selected, but reserves the right to award more or fewer retainer contracts based on the qualifications of the submitting firms.

It is the intent of the University of Illinois to adhere to the asprational goal delineated in the Business Enterprise for Minorities, Women and Persons with Disabilities Act 30 ILCS 575/4f(1)(c) to contract with minority-owned business enterprises (MBE), women-owned business enterprises (WBE), persons with disabilities-owned business enterprises (PBE) for not less than 20% of the total dollar amount of the award(s), and to contract with veteran and service-disabled veteran-owned small businesses (VOSB, SDVOSB) for not less than 3% of the total dollar value of the award(s).

Selected firms will be awarded an initial two-year agreement (beginning July 1, 2021 and ending June 30, 2023). Each agreement will have the option for one (1) two-year renewal (July 1, 2023 to June 30, 2025). The total term with the ability to renew will end at June 30, 2025. At each renewal, there will be an opportunity to make adjustments in the scheduled hourly rates.

Historic Preservation architectural services required under this contract include, but are not limited to: feasibility studies, programming, program analysis, small rehabilitation projects and the production of Historic American Building Survey/Historic American Engineering Record documentation.

The Professional Services Consultant should also have access to consulting resources that provide diverse experience and expertise to provide incidental services related to, or part of, those which the Historic Preservation Architectural Retainer owes under the primary contract. Such services include, but are not limited to, architectural, interior design, mechanical, electrical, structural, civil, landscape, environmental, cost estimating, and any other specialty consulting services required to successfully complete each Historic Preservation Architectural Retainer project.
