Request for Professional Services Qualifications (QBS): Illinois Height Modernization Retainer

First published Monday, March 22, 2021
Project Description
The Board of Trustees of the University of Illinois at Urbana-Champaign requests statements of qualifications from Professional Services Consultants interested in providing the Urbana-Champaign campus with Illinois Height Modernization survey services on a retainer basis. The University has a target of three (3) firms to be selected but reserves the right to award more or fewer based on the qualifications of the submitting firms.

Selected firms will be awarded an initial one-year agreement (beginning July 1, 2021 and ending June 30, 2022). Each agreement will have the option for one (1) two-year renewal. The total term with the ability to renew will end at June 30, 2024. At each renewal, there will be an opportunity to make adjustments in the scheduled hourly rates.

It is the intent of the University of Illinois to adhere to the aspirational goal delineated in the Business Enterprise for Minorities, Women and Persons with Disabilities Act (BEP Act) 30 ILCS 575/4f(1)(c) to contract with minority-owned business enterprises (MBE), women-owned business enterprises (WBE), persons with disabilities-owned business enterprises (PBE) for not less than 20% of the total dollar amount of the award(s), and to contract with veteran and service-disabled veteran-owned small businesses (VOSB, SDVOSB) for not less than 3% of the total dollar amount of the award(s). A firm must designate which business enterprise they will be utilizing for this Retainer Agreement and cannot be designated as more than one business enterprise (e.g. not split between MBE and VOSB even though the firm is certified as both).

The retainer consultant firm shall assist in Professional Land Surveying with specific needs of the Illinois State Geological Survey (ISGS) and the Illinois State Water survey (ISWS). The selected firm will serve as a retainer for survey and documentation services for discrete projects within a one-year or grant stipulated time period. For ISGS, services required under this contract include but are not limited to geodetic leveling along predetermined geodetic level lines, processing and merging geodetic leveling data, or obtaining GPS on Benchmarks observations these data shall be merged and balanced according to the standards and constraints set forth by the National Geodetic Survey (NGS) and submitted to NGS for inclusion in the National Spatial Reference System data base.

A recording of a previous retainer selection pre-submittal Zoom meeting from January 2020 along with a Q&A document is hosted in the following ftp site.
