Project Description
The University of Illinois at Chicago is seeking proposals from interested firms to assist them in performing an Environmental Assessment and Environmental Impact Statement for their proposed National Bio-Defense Laboratory project to be built on a site adjacent to the UIC campus in downtown Chicago, Illinois.

The project consists of development of a new laboratory complex on a site of approximately 6.5 acres in the Illinois Medical District. It will contain a total of approximately 309,000 gsf divided into the following preliminary program spaces:

• BSL2/BSL 3/BSL4 laboratory space
• Clinical space
• Administrative/conference Space
• Animal vivarium space
• Loading/storage spaces
• Mechanical/electrical equipment spaces
• Waste handling and processing space

Firms should indicate in their response if they are capable of performing all of the services required with in-house resources, or if they intend to subcontract certain portions of the work.

EA Submittals
Firms should submit four copies of the following:

• a letter of interest
• all CDB pre-qualification letters
• CDB SF 255 (ver. 6/02)

Form 255, Section 8, may be modified to include additional relevant project information. The letter of interest should include information regarding the staffing and licensing of all offices, as well as additional information or description of resources supporting the team's qualifications.

Interested parties should submit qualifications information for both the firm and the specific individuals to be involved in managing the process.

Submittals must be received by 4:00 p.m., Wednesday, May 7, 2003 to be considered.

Qualifications based selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535).

EA Minimum Qualifications
Only those firms which meet the following qualifications will be considered for selection:

• Licensed to practice as an engineer/architect in the State of Illinois
• Pre-qualified with the State of Illinois Capital Development Board
• Registered and authorized to do business in the State of Illinois
• Utilization of AutoCAD-compatible system
