This project will renovate residential housing space for students in Townsend and Wardall Hall. The renovation will address accessibility issues and upgrade building infrastructure including mechanical systems, electrical systems, plumbing systems, new windows and new single occupant showers.
The State Purchasing Officer for this procurement is now John Knittle.
The University award process may be delayed up to thirty days as this award goes through a state approval process.
Confirming submittal date is Thursday, June 7, 2018.

The Board of Trustees of the University of Illinois at Urbana-Champaign is seeking a CONSTRUCTION MANAGER (CM) Professional Services Consultant for the Illinois Street Residence (ISR) Halls - Townsend & Wardall Halls Renovation project.
The Illinois Street Residence Halls (Townsend and Wardall Halls) started construction in 1962 and was occupied in the fall of 1964. They have not had any significant upgrades and are in need of a major
renovation of the entire facility. University Housing requested a feasibility study to plan for this major renovation and a report was produced dated March 2015 by BRIC Partnership. The study included
recommended changes and updates to all existing infrastructure, such as HVAC, plumbing, and electrical systems, as well as utilities serving both buildings. This study provided a full building code, life safety and building accessibility analysis with recommended corrective measures. These renovations cost more money than University Housing could support so a new study was commissioned to reduce scope. BRIC Partnership prepared the reduced scope study and it was issued in November 2017.
The report revealed major deficiencies as shown on the attached. The report also revealed that the structure and basic student room configuration were in good condition.
The project shall consider including the scopes of work shown on the attached. Refer to the Townsend and Wardall Hall Renovation Project Scope Definition Feasibility Study dated November 2017 for additional information.
In general, the facility will be occupied during the renovation. Work will need to occur with minimal disruption throughout the duration of this project. The PSC shall develop a design and construction schedule in concert with the CM coordinated with and approved by the Owner which minimizes disruption to Townsend Hall, Wardall Hall and the ISR Dining Facility?s daily operation and classroom schedules. The PSC design shall clearly define any scope of work to be completed either outside of normal work hours or with any date constraints in the Bid Documents.
