Description of Project
This project consists of the construction of a new 200 bed student residence hall. The facility may also include space for a coffee shop and bookstore, as well as other ancillary spaces such as offices and meeting rooms. Additional capacity for utilities may be needed for this project. Project is located at the southeast corner of Vachel Lindsay Drive and Eliza Farnham Drive, which is just west of the existing Lincoln Residence Hall - Building # 11 on the Springfield campus. Procurement of Professional Services
The University of Illinois is currently in the solicitation/interview phase for employing a Professional Services Consultant to execute this design effort. Selection of the successful Professional Services Consultant is expected to be submitted for approval by the Board of Trustees of the University of Illinois at their November 2006 Board meeting.
Procurement of Construction Management Services
The selection of the Construction Management (CM) firm will be based on the full range of preconstruction (Schematic Design, Design Development, Construction Documents and Bidding/Award) and Construction period services. Those CM firms chosen to advance to the Proposal Phase will be asked to submit a proposal for preconstruction and construction phase services. If the University of Illinois at Springfield determines that additional services from the CM firm are desirable, the selected firm may be asked to provide a proposal for those additional services at a later date.
The project will be administered using the owner's web-based project management system called PRZM. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.
Minimum user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
- E-mail: PRZM requires the user to have a valid e-mail account.
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
- Computer-Aided Drawing (CAD) viewer

Part 1 Submittal: Qualification Requirements
The University of Illinois encourages the participation of firms not currently under contract to submit proposals for providing professional services.
Only those construction management firms that meet the following qualifications will be considered for the short list selection:
- Qualified to practice as a construction manager in the State of Illinois
- Registered and authorized to do business in the State of Illinois
- Working office in the State of Illinois
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
- Prior firm experience in planning and construction of similar projects
- Specific relevant experience of the key individuals assigned and an organization of sufficient size
- Track record indicating an ability to work cooperatively and collaboratively with other members of a large project team on similar projects
- Proven quality of performance of the construction management firm throughout all phases of the design and construction process
- Inclusion of Minority Business Enterprise/Female Business Enterprise
Qualifications Submittal
Each construction management firm will be required to submit their qualifications. The qualification deadline is 2:00 p.m., prevailing time, on Tuesday, October 12, 2006. Four copies of the qualification packet are required. Qualification materials shall be delivered to the address shown above. For a detailed listing of required qualifications, see the attached file.
Approval of Qualification Submittals and Creation of the Short List
The University will review the qualifications of the firms who submit and render a decision regarding the construction management firms' standing and qualification to submit a proposal on or about Tuesday, October 17, 2006. Following the University's evaluation of the qualification submittals, a short list will be prepared and only those firms will be permitted to advance to the Proposal Phase. Those successful short-listed firms will be required to submit sealed pricing as well as be available for an interview with the committee on October 26, 2006.
