The University awarded a contract for Out-of-home media buys/Chicago Transit Authority to Intersection Media Holdings Inc/Intersection Media LLC, Chicago, IL, for an estimated $100,000.
The University has a need to procure Out-of-Home Advertising space on all Chicago Transit Authority (CTA) venues - including buses, trains, rail stations and park and rides. This is needed in order to help the university to engage its desired audience in the key in-state market of Chicago and the surrounding area, which holds almost 75% of the population of the state. The end result of this campaign will be that the Gies College of Business will be able to reach academic influencers, university alumni and prospective students using Chicago Transit Authority transportation in the Chicago DMA (Designated Market Area).
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Intersection Media LLC. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the media is for advertising.
