The University awarded a contract for Airborne geophysical data collection to SkyTEM Canada Inc., Ontario, Canada, for an estimated $400,000.
We are looking to hire SkyTEM to collect airborne EM data for multiple water resource mapping projects. These projects require that we collect high resolution subsurface geophysical data from a range of depths. The range and quality of this data needs to provide distinguishable resolution of the layering between sand, clay, silt, gravel, and tills, as well as showing the contrast between water, sand, and rock, and the depth of sand to rock. We also want to ensure that the data collected through this airborne survey is compatible, both with the data collected through the groundbased aspect of the study, and to future airborne surveys. Our investigation into the systems currently in use in the market has revealed that the only equipment capable of meeting our needs is a system with dual moment, multi-channel technology. SkyTEM is the only vendor currently using this technology for airborne surveys. Hiring SkyTEM to collect airborne geophysical data will give ISGS acces to geophysical data with very good depth of penetration and high resolution for both shallow and deeper features ? something that is critical to these costal management projects.
The University has determined that this purchase is only economically available from this source because the SkyTEM Canada, Inc. is the Sole provider of service using unique technology in aerial surveys that will provide data compatible and comparable to data collected with University's established ground survey equipment & procedures.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
