This emergency/quick purchase was required due to a situation in which a supplier announced bankruptcy, cessation of business, or loss of franchise, or gave similar reason such that making an immediate purchase was more advantageous to the University than instituting a competitive procurement under the provision of the Illinois Procurement Code for the specific supplies or services.
