The University awarded a contract for Online access to Math SciNet to American Mathematical Society, Providence, RI, for an estimated $130,000.
The Consortium of Academic and Research Libraries in Illinois (CARLI) provides essential library infrastructure and resources to sustain the academic excellence of programs at 131 public universities, community colleges, private colleges and universities, and special libraries throughout Illinois. Through CARLI, libraries leverage their combined resources to meet the research needs of over 939,000 higher education students, faculty, and staff, including over 102,000 across the three University of Illinois campuses. Members of CARLI choose to participate in programs and services available and supported by the consortium. American Mathematical Society is the vendor of the MathSciNet database that is an essential component of the the service programs of CARLI member libraries. AMS offers substantial discounts and capped price increases on its databases when they are licensed through the consortium.
In the absence of a consortial agreement, 30 CARLI member libraries would have to license the database subscriptions for 2016 directly from AMS at lesser or no discounts. If libraries were not able to allocate the necessary funds to pay these increases, students and faculty in the State of Illinois would be negatively impacted by diminished access to important curricular materials.
The University has determined that this purchase is only economically available from this source because the The MathSciNet database offered by American Mathematical Society may be available through other consortia. However, if CARLI were to contract with another consortia for this content, CARLI members would be required to pay a higher price plus an administrative surcharge (3% - 5%). In addition, to participate in other consortial database offerings may require individual membership fees from institutions. Contracting directly with AMS will provide the lowest price possible to CARLI member libraries.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
