The University awarded a contract for four Triton 500 Systems to Oxford Instruments, Concord, MA, for an estimated $1,647,359.22.
The University has a need to purchase a two Triton 500 systems with extended sample space and two Triton 500 systems for a total of four systems. The research experiments require large magnets and fast turnaround time to efficiently measure working samples, which necessitates the use of cryogen-free dilution refrigerators with magnets and bottom-loading probe capabilities. Additional research requirements include: Base temperature: < 10 mK; Temperature at Sample puck: 12 mK; Cooling power at 20 mK: > 12 uW; Cooling power at 100 mK: > 450 uW; Temperature control range: 10 mK to 30 K with magnet at full field; System cool-down time: < 24 hours; Probe sample space: 72 mm clear sample space + 50 mm clear diameter x 144 mm height; 3 x 50 mm plus 1 x 65 mm line-of sight ports for multiple semi-rigid coaxes; 1 - 2 W pulse-tube cooler; 18 L of He-3 gas; 6-1-1 Vector magnet with field homogeneity of 0.1% in Z-direction and 2.0% in X/Y direction; Magnet controller with 2.8 mA stability at 120 A, 0.1mA settable current resolution, and 0.1% current accuracy.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Oxford Instruments. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the items are required for research and no other source is able to meet the researcher's documented needs.
