The University awarded a contract for study of cardiovascular & carcinogenic risks. to Underwriter Laboratories, Inc., Northbrook, IL, for an amount not to exceed $400,000.
As part of the University of Illinois study awarded by the Department of Homeland Security Fire Prevention & Safety Grants program (DHS FP&S), the Illinois Fire Service Institute project will examine environmental, equipment and individual hazards due to firefighting activities in the modern fire environment, which may increase the risk of occupational-related mortality and morbidity. As part of this award, Illinois has an obligation to contract for the following services and tasks for a maximum of $400,000 during 1 year of effort: 1) forming and coordinating a project advisory panel, 2) consultation on âtest fixtureâ design and construction 3) developing and delivering an instrumentation strategy that would complement the legacy of data collected in the Underwriter Laboratories (UL) Fire Safety Research Institute's (FSRI) lab, 4) experimental design confirmation with advisory panel, 5) collecting and interpreting data on environmental conditions from burn experiments using the same structure configuration and fuel load as previously characterized at UL, and 6) disseminating results.
The University has determined that this purchase is only economically available from this source because the Federal or State grant requires a contract with the vendor. In addition, items are required for research and and no other source is able to meet the researcher's documented need and there is service compatibility.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
