One of the most important criteria in the RFP was the ability to produce major proposals to government funding agencies. Strategy & Innovation (Dr. Levien) has extensive knowledge in this area as apposed to KPMG. Dr. Levien has been working with NCSA since January 2005 on NCSA's strategic plan and has been instrumental in the development of the strategic plan from inception. KPMG suggested twice in their proposal that an additional firm that specializes in grant preparation would have to be hired in addition to their services. Based on experience and comparisons, NCSA recommends Strategy & Innovations.

The National Center for Supercomputing Applications (NCSA) is making strategic and organizational changes to adapt to a rapidly changing environment in the area of high performance computing. As part of this transformation, NCSA has developed a strategy, known as NCSA 2010, to better position the department to compete effectively in this area and to secure significant resource support through 2015 and beyond. The implementation of the strategy, and its concomitant requirement for change management and long-range strategic planning, necessitates that NCSA contract outside expertise to help shepherd the department through this transformation period and keep it a viable organization for the next 10 years.
