The University awarded a contract for consulting services for environmental engineering to Nicholas Clesceri, Washington, DC, for an estimated $62,400.
This purchase is only economically available from a single source because the
University is part of a coalition of 12 institutions that is developing a collaborative large-scale engineering analysis computer network for Environmental Research. This effort is funded by the National Science Foundation. The coalition requires assistance in developing alliances and partnerships with a cross-section of government and industry contacts.
The consultant must have a thorough understanding of the field of environmental engineering and hydrology to be able to explain the proposed science and infrastructure to potential partners, an understanding of how federal agencies operate, and sufficient stature in the field to be taken seriously.
This purchase is only economically available from a single source because the consultant has been providing these services through a Drexel University subcontract since 2005. Due to a shift in funding allocations, the University of Illinois is now responsible for contracting with the consultant. This is the only entity that has the experience and expertise to provide the continuity required to complete the project.
