The University awarded a contract for Fire Services Institute training courses to Wiland Associates, LLC, Silah, WA, for an amount not to exceed $58,546.
This purchase is only economically available from a single source because the National Fire Academy was tasked by the Federal government to develop the curriculum as a component of the Advanced Incident Command System. These courses are now a component of the National Incident Managment System (NIMS) which requires all emergency response to be managed through those directives. This vendor was selected to participate in the development of these courses because of their expertise and ability to deliver the classes. The Illinois Fire Service Institue conducts several training courses per year that have beeen made available to the institute as direct "hand off" courses by the National Fire Academy. Many of these courses were developed by the vendor in conjunction with NFA or by the vendor with assistance from other contractors. Having the vendor deliver these courses is invaluable in giving students the insight as to the thought processes that were used to actually develop the curriculum.
