The University awarded a contract for Blue Waters/Open Scalable File Systems Inc. to Open Scalable File Systems Inc., Beaverton, OR, for $300,000.
This is a request for NCSA to participate in OpenSFS at the "Promoter" Level. Open Scalable File Systems, Inc. is a nonprofit organization dedicated to the success of the open source Lustre file system effort. Lustre is a community developed and support open software effort initiated in 2009 by Lawrence Livermore National Laboratory. It is the only open source, community support high performance file system suitable and performant enough for supercomputers such as the Bue Waters system. The Lustreâ?¢ File System is a scalable cluster file system that has been designed by CFS (Cluster File System) from the ground up to meet the demands of the world's largest high-performance compute clusters.
OpenSFS advances the Lustre files system and delivers new releases on behalf of the open source community. OpenSFS through working groups, events and ongoing funding initiatives leads a collaborative development of the lustre file system. Blue Waters (BW) online storage consists of three Lustre storage environments, two 2PB in size and a 21PB single file system, which is one of the largest Lustre deployments in the world. Consequently, NCSA seeks to participate as a "Promoter" in Open SFS which will allow for NCSA to influnence the support and development process and prioritizaiton of features for Lustre that will improve the software for the academic community and the Blue Waters Science and Engineering teams in particular.
The University has determined that this purchase is only economically available from this source because the Organization Memberships (Dues, Fees, Conference Charges Including Mandated Travel & Related Expenses).

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
