The University awarded a contract for Urbana Campus Portfolio System to Digication Incorporated, Providence, RI, for an estimated $157,350.
Digi[cation] is a campus ePortfolio and assessment management system, which allows students to create a visible record of their learning experiences inside and outside the curriculum and allows for faculty and staff to assess authentic student learning within the platform across campus. The system was originally purchased for an innovative course curriculum (Grand Challenge Learning pathways) to showcase students work across the pathways. This new curriculum will be the quality improvement project for the University's upcoming accreditation requirements, as such it is not enough to simply have students create portfolios, but an effective means for assessing them is also required. Moreover, an expectation for accreditation is to assess student learning across the campus, and the ePortfolio with an embedded assessment function can facilitate that process.
The University has determined that this purchase is only economically available from this source because the Digi[cation's] combination of features, which integrate the traditional function of the ePortfolio with institutional assessment and evaluation capabilities, are unique in the market and satisfy the campus' current efforts toward enhancing undergraduate education in institutional assessment, student learning outcomes assessment and in preparing for the upcoming Higher Learning Commission institutional re-accreditation review.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
