The responses received to this RFP imposed financial requirements on the University that were not consistent with the specifications for a master development arrangement. If development of this area is pursued a future competitive process will be undertaken.

The University of Illinois at Urbana-Champaign is seeking a qualified master developer to undertake the detailed planning and development of Orchard Downs. The project area is comprised of approximately 160 acres of land and improvements located within the campus perimeter and bounded by Florida Avenue on the north, Race Street on the east, Windsor Road on the south, and Orchard Street (extended) on the west.

The redevelopment of the project area presents a unique opportunity to consider high-end, multipurpose residential development that could include single-family homes, condominiums, and active retiree housing with continuing learning opportunities. Housing will be of the highest construction standard and exemplify an excellence in architecture that complements the surrounding neighborhood and community. The development should make every effort to include connectivity to existing multipurpose trails, preservation of the largest and oldest trees on site, and ample green space. A small neighborhood retail and commercial component would also be desirable. It could provide services to the residents of the new development as well as surrounding neighborhoods thereby creating a truly walkable community. The development will be an amenity and community asset of the highest caliber.
The selected development team must be able to demonstrate substantial experience with the unusual opportunities and challenges of comparable large-scale projects in an urban setting, the financial capacity to execute the project successfully, and the availability of the full range of skills necessary to carry out the project in a timely manner.
