On April 7, 2011 WIU issued a competitive solicitation for a Consultant services to update its Capital Needs Assessment Program. Booz Allen Hamilton Inc. had the best proposal and was awarded the contract.

On June 22, 2011 the original contract was entered into with Booz Allen Hamilton with an expiration date of August 31, 2011. On July 12, 2011, Booz Allen Hamilton indicated to WIU that they were assigning their state and local government transportation consulting services business to CH2M Hill. Because of the pending assignment, contract performance was held in abeyance until the assignment was completed. The assignment letter was received by WIU on August 18, 2011 and approval given on September 9, 2011. The assignment letter established a date of October 1, 2011 for the new vendor CH2M Hill to begin performing. CH2M Hill performed in accordance with the original contract by providing the deliverables at the contracted price of $34,999.00. The University, upon approval of the assignment letter, did not execute a new agreement or provide timely notice on the bulletin of any extension to the term.

The Chief Procurement Officer has been made aware of the situation and through the State Purchasing Officer has reminded the University of the necessity to post all change orders in accordance with Article 15 of the Procurement Code. Further, at the request of the University the CPO has ratified the contract currently in place despite the notice deficiencies.

The period of performance is extended to June 30, 2012 due to insufficient time for the contractor to complete the project. This is a no-cost modification to the contract. In addition, the services were assigned to CH2M Hill, a vendor who purchased the government transportation consulting services business from Booz Allen Hamilton Inc.
