Bidders are strongly encouraged to carefully review the proposal document for state requirements, and confirm they have met the requirements before returning their proposal. This includes signing the bid, the BEP Utilization Plan, Form A or B which describes the requirements for being registered with the IL Dept of Human Rights, the IL Board of Elections, and the IL Secretary of State's office, as well as marking the Required Components on page 18. Proposals not meeting these requirements will be considered non-responsive. Respondents are also encouraged to address ALL of the bid specifications in their detailed narrative, using the same numbering system as in the solicitation. Proposals with gaps or missing information will be marked down.
Also, the Procurement Bulletin included a statement that vendors could expect to be paid within 30-60 days. Please note: Vendors will be paid in accordance with the State Prompt Payment Act and rules when applicable (30 ILCS 540; 74 Ill. Adm. Code 900). This shall be the Vendor's sole remedy for late payments by the University. Payment terms contained on Vendor's invoices shall have no force or effect.
