Western Illinois University completed its master plan in 2007, and now desires to update that plan. The original master plan firm was Goody Clancy of Boston, Massachusetts. It is anticipated that the review of the existing plan will not involve significant changes from the master planâs original concept. The updated plan will reflect major initiatives that are complete or that are underway, and in the existing plan format. Additionally, the updated plan will provide additional details, drawing documents, and artistâs renderings for certain areas as identified.

The successful master plan firm will also assist WIU in programming and ultimately preparing detailed written scope documents for follow-up studies that are keyed to the master plan. WIU may later negotiate and contract with the successful master plan firm to perform the follow-up planning. WIU may also deem the updated master plan to be complete without asking the successful firm to perform additional follow-up planning.
The scope of work is anticipated to include::
- Full review of existing Master Plan with WIU Master Planning Team
- Update Master Plan to include accomplished and ongoing initiatives
- Infuse Presidential priorities into updated Master Plan
- Identify items needing deletion or significant change in the Master Plan
- Evaluate parking options for the new Performing Arts Center
- Add specificity to the Master Plan through more detail studies of the following: enhancement of campus entrances, particularly the east entrance at Lafayette and University Drive, and landscape planning for several courtyards/quads and a new mall
- Identify scope for follow-up studies integral to the Master Plan to include parking, traffic, transit, & pedestrian access and circulation, and long-term campus housing plan
Work will include onsite meetings with the WIU master planning team as well as hosting of meetings at the home office of the master plan firm for the co-chairs or other designated representatives to debrief from previous and prepare for future campus meetings. Together with the master planning team, the master plan firm shall attend public forums for university and Macomb communities. The master plan firm may also be asked to attend city of Macomb council meetings and to meet with city planning personnel and members of the master planning team.
In response to this QBS, each firm shall provide a one (1) page summary of why your firm should be considered for the selection, include a list of a maximum of ten (10) example projects of similar nature, the distance from WIU Macomb Campus to the primary office accomplishing the work, and list all sub contracted firms and their relevant experience that would be retained for this project.
Include resumes for all persons from the primary firm and subcontractors that will work on the master plan update, and indicate their time in years and months they have been employed by each respective firm. Please identify each personâs specific responsibilities on the WIU plan update and the percent assigned to the project, including subcontractors. Please also include a list of other project work that each team member may be expected to be assigned to concurrent with the WIU master plan update. Provide contact names for five institutional references. (preferably public higher education)
After screening QBS responses, WIU will invite finalist firms to campus for onsite interviews. These interviews will include an open campus presentation on the firms experiences and expertise with campus master planning. An onsite tour and Q&A session with members of the master planning team will be offered to finalists about two weeks prior to the interviews.

Only those firms which meet the following qualifications will be considered:
- Submitted 3 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
