The University awarded a contract for Install Delta Controls - Bldg Automation System to Entec Services, Inc., Peoria, IL, for an estimated $2,700,000.
Install and repair campus building automation system graphical user interface and a single building automation system through 06/30/18. The University chose Delta Controls as their university-wide controls system (RFP R091468, awarded 05/28/09). There are dedicated Delta controllers in each building that communicate via BACNet and monitored via ethernet using Delta OrcaView web based software. This software is used to program controllers, create graphic screens and monitor all building attributes campus-wide. WIU will add Delta controls to all future University buildings making them compatible with our existing Delta BAS system. Delta controls are necessary to be compatible with prior installations for a continued effort to a single user interface. Delta Controls allows the freedom to choose equipment, such as chillers, actuators, control devices that CONNECT to Delta hardware, from a variety of manufacturers and control it all seamlessly through a single user interface. Controls services could include Building Automation, HVAC Mechanical Service, Energy Services, RetroCommissioning, Generator Service, Access Controls, Security, Energy Incentives, Cooling & Heating Plant Optimization.
The University has determined that this purchase is only economically available from this source because the
compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.
The University chose Delta Controls as their university-wide controls system (RFP R091468, awarded 05/28/09). Since Entec Services is the only regional supplier, they are the only vendor who can satisfy the University's requirements. A competitive bid will only result in 1 responsive bidder. The administrative expenses required to prepare a competitive solicitation are unnecessary.
