Project Description
The scope of work provides for LEED base and enhanced building commissioning services for the construction of an approximately 92,000 square foot building complex at Western Illinois University's Quad Cities riverfront campus. The commissioning services will be a five-level process including: planning (design intent), design (reviews), construction (field inspection and start-up), functional performance testing (including O & M training) and warranty review. Special consideration should be given to the reporting and documentation needed for gold certification, including the use of the Mississippi River in the LEED's certification process and guidance and execution of grant opportunities.

Submittals of qualifications must include: One page summary of why your firm should be considered for selection on this particular project; Standard Form 255; minimum of three relevant and recent references; examples of projections of a similar nature, including project estimates and actual construction costs, provide an owner contact person for each example; and, additional information you feel may be useful.

Only those firms which meet the following qualifications will be considered:
  • Submitted 3 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
