Announcement of an Exempt Purchase

Masimo physiological monitoring supplies are cables and pulse oximeters worn by patients during their stay at the hospital. The pulse oximeter is connected to physiological monitors that provide continuous measurement of key patient parameters such as heart rate and rhythm, blood pressure, respiratory rate, and blood-oxygen saturation. In addition to alerting caregivers to potentially life-threatening changes in a patients condition, constant monitoring of these parameters is used to make decisions about patient management and therapeutic interventions.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical services necessary for the delivery of care and treatment at medical, dental, or veterinary teaching facilities utilized by SIU or U of I (30 ILCS 500 / 1-13(b-5)) Masimo disposable supplies have to do with direct patient treatment and care. Without access to these specific supplies, the Hospital would not be able to monitor patient vital signs. Physiological monitoring of patients is an essential component of quality care. Without this type of monitoring, the Hospital would not be able to accept a wide variety of patients, resulting in a loss of revenue for the Hospital.
