The University awarded a contract for a lead design consultant.
The vendor has been selected as a consultant for the Illinois Department of Mental Health implementation plan project. The vendor will be working as a lead design strategist on the project. Some of the responsibilities of the consultant are to conduct interviews with care team professionals, identify and interview subject matter experts, analyze data, and to help create a communication plan.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) The Illinois Division of Mental Health has previously hired the Institute for Healthcare Delivery
Design to develop a strategic plan that comprehensively addresses improving access to inpatient
psychiatric beds in State-operated mental health facilities. This project was from February to July,
2023. The Illinois Division of Mental Health was very impressed with the strategic plan and hired the Illinois Division of Mental Health for this second contract project focused on implementing the plan. Utilizing consultant services allows the Institute for Healthcare Delivery Design and the Office of Population Health Sciences to fulfill contractual obligations and meet deliverables for the State of Illinois. This consultant, worked on the initial plan and was selected as a design strategist on this second phase project.
