Announcement of an Exempt Purchase

Provide licenses for electronic medical record (EMR). The EMR also contains modules that assist with our compliance reporting including OSHA log for work injuries, mandatory surveillance programs such as TB, hearing conservation, asbestos, hazardous materials, and Department of Transportation exams. These medical surveillance programs are required under federal regulation.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical services necessary for the delivery of care and treatment at medical, dental, or veterinary teaching facilities utilized by SIU or U of I (30 ILCS 500 / 1-13(b-5)) The university has had Net Health as the electronic medical record vendor for over 30 years. It will be more costly to the State if required a new vendor. Additional expenses would include developing new interfaces, migrating over 30 years of patient records, and training staff on a new platform. These transition costs would exceed the cost of continuing with the current system and could disrupt operations.
