Announcement of an Exempt Purchase

Tory Flack will serve as the Project Manager on the Illinois Department of Public Health's State Health Improvement Plan (SHIP) support project. The Project Manager will be responsible for developing the project management framework, form and support five Action Teams, including charters, plans, and meetings, assisting in evaluation planning, consultant onboarding, and progress tracking, engage with stakeholders and provide logistical support for SHIP communications, and ongoing SHIP implementation.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) This procurement is in the best interests of the University because it leverages the vendors specialized expertise and experience to support key public health initiatives that align with both the Universitys mission and the strategic goals of the Illinois Department of Public Health SHIP Implementation project. By partnering with a vendor that has the necessary knowledge and capacity, the University ensures successful implementation and management of high-impact public health initiatives, enhancing its role as a leader in healthcare delivery and contributing to positive statewide health outcomes.
