The University awarded a contract for a specialized cooling machine.
This exemption is for the purchase of a top-loading non-optical cryostat system with optical configuration, DAC sample holder, diamond anvil cell gas introduction port, Model 336 temperature controller, compressor, and accessories. This is a specialized cooling machine that can reach temperatures close to absolute zero. It will be used to study how certain materials conduct electricity under extreme pressure conditions.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) This equipment is necessary for grant-funded research.
