Announcement of an Exempt Purchase

This request is for a comprehensive maintenance and support agreement covering equipment used for Breast Health, Osteoporosis Assessment, and Tissue Biopsy procedures within the Imaging Departments. The service agreement includes technical support, replacement parts, travel expenses, and labor for on-site repairs, ensuring timely resolution of equipment issues and minimizing disruptions to patient care. The agreement also provides two scheduled preventive maintenance inspections annually.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical services necessary for the delivery of care and treatment at medical, dental, or veterinary teaching facilities utilized by SIU or U of I (30 ILCS 500 / 1-13(b-5)) Downtime is one of the biggest factors, meaning the Hospital would have to cancel Cases/Appointments. Without a maintenance agreement, all service calls would be billed on a time-and-materials basis, with most repairs requiring between three and five hours of labor, in addition to any applicable travel and parts costs.
