Announcement of an Exempt Purchase

CellTrans will provide Total Pancreatectomy with Islet Autotrans Plantation (TPIAT) services for patients undergoing a specialized surgical procedure involving the removal of the pancreas. These services include the isolation, processing, and reinfusion of the patient's islet cells to help preserve endocrine function and reduce the risk of post-surgical diabetes.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical services necessary for the delivery of care and treatment at medical, dental, or veterinary teaching facilities utilized by SIU or U of I (30 ILCS 500 / 1-13(b-5)) If this exemption is not approved the hospital's reputation and standing within the transplant and specialty care community could be adversely affected, potentially reducing future patient referrals and opportunities to participate in advanced transplant-related programs. Delays or inability to provide this specialized service may also require patients to seek care elsewhere, further impacting hospital revenue and market position.
