This is the award for Phase II of the Energy Performance Contract. The twenty year contract, under statute, shall begin upon completion and commissioning of the project. The anticipated commissioning date shall be approximately October 1, 2011. The twenty years would, therefore, end on October 1, 2031.

This is a two phase project. Phase I is an energy audit and Phase II will be an energy performance contract. Phase I is at no cost to the University if the energy performance contract is awarded to Honeywell International. If the contract is not awarded to Honeywell International, the cost is estimated to be a not to exceed amount of $600,000.

The Board of Trustees of Eastern Illinois University is seeking proposals from qualified Energy Services Companies (ESCos) to propose energy conservation measures through a guaranteed energy savings contract: specifically, which are capable of providing comprehensive energy management and utility-related capital improvement services.
There will be a mandatory pre-proposal meeting on March 6, 2008 at 1:30 P.M. local time in the Effingham Room of the Martin Luther King University Union. All interested respondents MUST attend this meeting in order for their proposal to be accepted.
Prior to the submission of proposals and upon the request of the interested Respondents, the University shall arrange a walk-through inspection tour of the campus/facilities buildings.
