The University awarded a contract for Online College Application Form to Common App, Arlington, VA, for an estimated $5,000,000.
Higher Education in Illinois has identified a need for the providing easy platforms for and increasing applications across all Universities. In identifying this need, it has been identified that there is a platform, Common App, that provides additional awareness and increases applications and makes the application process itself, more efficient. This platform allows for more efficient use of technology and commonality across all our State Universities, by utilizing the same platform. By allowing for a term agreement that extends 12 months we are engaging in a long term investment for our future students and for Illinois Higher Education. Additionally, by centralizing the application process for higher education, financial aid, etc. we are increasing awareness and the likelihood that a perspective student will not only apply for an Illinois University or College, but also that they will choose to attend an Illinois University or College. IPHEC, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Common App. IPHEC has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although IPHEC has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
