IPHEC is citing Section 4.2040 Cancellation of Solicitations; Rejection of Bids or Proposals; Section D), which states that the cancellation is due to the bid or proposal(s) is not responsive, that is, it does not conform in all material respects to the solicitation, including submission requirements. IPHEC intends to re-post this solicitation.

The contract(s) for this solicitation could exceed $50,000 annually.
