Universities have a need for Electronic Processing & Online eStore Functionality, which provides the University the ability to receive credit card payments over the internet, in compliance with Payment Card Industry (PCI) security requirements. TouchNet is currently integrated on several campuses with several systems, some are homegrown, while others use nationally recognized companies, like Ellucian. By allowing electronic payments, universities are more efficient and allows them to keep up with the fast paced evolution of technology and expectations. Additionally, as TouchNet partners with many vendors, like Ellucian, any complex modifications, programming or technical errors can be managed and resolved between the vendors, ensuring quick, efficient resolution with minimal disruption to student services. IPHEC, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Touchnet Information Systems, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need, even if performed in a manner different from what has been presented, to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
