The University awarded a contract for Teaching & Training of LMS to Kristine Fallon Assicates, Inc., South Holland, IL, for an estimated $4,700,000.
Universities have a need for teaching and training of LMS services. It is IPHEC's, and the state Universities, belief that non-vendor training and maximization is imperative to select and implement needed components of LMS technology outside of the the vendor sales cycle. As far as we understand the market, LMS providers provide the basic training of their system, but IPHEC seeks a third party that will not only provide system training specific to the University subject matter needs, but provide guidance on maximizing the purchased resources. IPHEC, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Kristine Fallon Associates, Inc. KFA is also a certified BEP partner with a successful track record with state agencies. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need, even if performed in a manner different from what has been presented, to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the item or service is copyrighted or patented and is not available except from the holder of the copyright or patent. Other, unique blend of strategic thinking and emerging technologies to provide innovative solutions
