The University awarded a contract for Application Developer and Front End Developer.
This emergency/quick purchase was required due to a situation in which immediate action was needed to prevent any disruption in University services.
The Office of the Illinois Secretary of State (SOS) requires immediate assistance with the programming and integration of signature pads used at its facilities in the process of collecting and transmitting voter registration information. Changes to the operation of the signature pads have been requested. Because Illinois will soon begin an election cycle, these changes must be implemented as soon as possible.
SOS needed resources as quickly as possible. Quotes were still solicited from multiple IT resource providers to attempt to procure resources at the most economically feasible price. Vendors were required to submit a CV or resume to demonstrate experience. LRS provided the lowest hourly rate for two significantly qualified candidates meeting SOS' needs. Both candidates were available and able to be on-site immediately.
SOS has entered into a contract with Levi, Ray and Shoup pursuant to 30 ILCS 500/20-30. This notice is being published pursuant to section B of the aforementioned statute. This procurement meets the definition of an emergency condition per 44 Illinois Administrative Code, Section 2000.2030 (B)(1)(C).
This emergency is authorized by the Chief Procurement Officer and the State Purchasing Officer for the Illinois Secretary of State. Please disregard all references made to the Chief Procurement office of Higher Education and reference to the University.
