Project Description

Illinois State University is seeking statements of qualifications from qualified professional design firms interested in providing design and construction administrative services for the installation of a new 1,000 Ton chiller in the existing Illinois State University South Campus Power Plant. This new 1000 Ton chiller will need to be integrated into a network of other existing chillers forming a chilled water system serving the facilities primarily on the southwest Quad section of the Illinois State University campus.

The scope of the project will include the installation of a new 1,000 Ton chiller, plate and frame heat exchanger, pumps, cooling tower, associated piping, electrical power connections/switchgear, and DDC controls. The design consultant will be responsible for confirming location within the existing chiller plant and ensuring physical and structural adequacy of the plant including any structural modifications.

The successful consultant will be provided with two new building demand chilled water loads to be added to this system and verify that it meets the required capacity. The design consultant shall also review all existing piping configurations and equipment within the South Campus Power Plant to meet the Universities current and future chilled water demands.

On-site observation and coordination services during construction will be required to facilitate installation and project scheduling with appropriate ISU staff.

Design firms interested in submitting their qualifications should have demonstrated knowledge and experience with chiller installation projects and networked chiller systems serving a central chilled water campus loop system. The design professionals and their consultants will be responsible for developing a complete project budget as their design progresses.

A list of University-supplied NIGP commodity codes has been included in Part III of this solicitation's BEP Utilization Plan. Per the Utilization Plan's instructions, vendors who request a waiver from the goal on the basis of good faith efforts must exhaustively contact each vendor certified with the University-supplied commodity codes and document that contact in the Utilization Plan's Good Faith Efforts Contact Log. Waiver requests cannot be granted without exhausting outreach efforts in accordance with the Utilization Plan. For current and official BEP resources go to: https://cms.diversitycompliance.com.

If the list of University-supplied NIGP commodity codes excludes a code that a prospective respondent or BEP-certified vendor believes should be included with the solicitation, additional codes may be requested and must be submitted by the question deadline for this solicitation. These requests should be made through a commodity code addition form supplied by the University buyer assigned to this solicitation. Email the buyer to obtain this form. If requested, additional University-supplied commodity codes may be added to the Utilization Plan by addendum at the University's discretion.

Subcontractors must meet the same requirements as prime contractors to do business with Illinois State University.

This bulletin is the only official source of documents for this bid. Clarifications or modifications to drawings or specifications will be posted via addendum. To give questions appropriate consideration and to give bidders time to respond to the resulting clarifications, the University requires that all questions be submitted no later than�4:30pm March 27, 2020 to Jackie Gunderson at jnmaste@ilstu.edu.

  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Registered and authorized to do business in the State of Illinois.

Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
