Project DescriptionIllinois State University is seeking statements of qualifications from engineer to perform design work for replacing/upgrading the fire alarm systems in the West Campus Residence Hall Complex. Wilkins, Wright, and Haynie halls are 12 stories in height and each are approximately 100,000 square feet in size. Linkins Dining Center is a one story facility of 45,000 square feet. The complex was constructed in the mid-1960’s. The University undertook major renovations of the halls between 2005 and 2007.
This proposed project is essential to the continuing safety of the student occupants. It is intended that work will occur over consecutive summers and each facility will be unoccupied during the construction of this project. Coordination will be required to facilitate work and scheduled with appropriate ISU staff.
The scope of engineered design work includes, but may not be limited to:
1.Engage an A/E firm to design a new fire alarm system
and upgrades to infrastructure.
2.Provide design for all three residence halls (Wilkins, Wright and Haynie)
and Linkins Dining Center.
3.Prepare plans and specifications for said improvements and upgrades.
4.Prepare a phasing plan, tentatively to do one hall at a time, with
Haynie and Linkins as a combined effort.
Design firms interested in submitting their qualifications should have demonstrated knowledge and experience with fire alarm systems projects. No project costs have been established for this project at this time. The engineers and their consultants will be responsible for developing a complete project budget as their design progresses.
As a project funded by the University, the following are required:
•Complete A/E 3D Building Information Modeling (BIM) during the entire design process

Only those firms which meet the following qualifications will be considered:
- Submitted 2 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Registered and authorized to do business in the State of Illinois.
- Utilize an AutoCAD compatible system to provide documents.
- There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
