Project DescriptionIllinois State University is seeking statements of qualifications from animal care planning consultants, architects and engineers to provide planning and programming assistance for the University. The purpose is to improve animal care facilities on campus for better teaching and research spaces as well as meeting all of the compliance standards of the regulating agencies.
The University currently conducts research at four facilities: Felmley Hall of Science, Science Laboratory Building, the aviary at Gregory Street Property, and the University Farm at Lexington. Research subjects include large and small animal colonies. As an institution that receives state and federal grants the University is subject to all appropriate applicable regulatory requirements.
The scope of planning work includes, but may not be limited to:
1. Engage an architectural/engineering consulting firm to evaluate the existing University
animal research facilities, including:
a.Functional issues
b.Operational issues
c.Infrastructure issues
d.Location/relationship issues
e.Compliance issues (USDA, IACUC, PHS, etc.)
2. Evaluate teaching/research pedagogy to establish an ISU base-line
a.Present best practice models and peer metrics
b.Make recommendations for change and/or improvements
3. Prepare long-term (5 year) Master Plan recommendations to accommodate future growth
a.Develop a program
b.Prepare conceptual plans, drawings, and images based upon the program
c.Prepare project budget
4. Prepare short-term (1-3 years) implementation recommendations to address immediate
needs in accordance with long term recommendations
a.Present short-term program
b.Prepare plans, drawings, and images based upon the program
c.Prepare project budget
Firms interested in submitting their qualifications should have demonstrated knowledge and
experience with animal care facilities on a university campus. No project costs have been
established for this project at this time.

Only those firms which meet the following qualifications will be considered:
- Submitted 2 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Registered and authorized to do business in the State of Illinois.
- Utilize an AutoCAD compatible system to provide documents.
- There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
