This contract is issued to execute Phase 2 of the Utility Infrastructure Project. Upon university acceptance of the Phase 1 conceptual design, the consultant will now proceed with the design development, preparation of construction documents and project manuals, bidding assistance, and construction administration for expanding the main campus utility infrastructure. Related commissioning services may also be required.

The State Purchasing Officer for this procurement is now Lee Saulter.

The University award process may be delayed up to thirty days as this award goes through a state approval process.

Project Description
The Board of Trustees of Northeastern Illinois University hereby requests letters of interest and statements of qualification from engineering or architectural/engineering firm to provide engineering services for conceptual design, design development, programming, cost modeling, construction documentation and project manuals, bidding, and construction administration for the expansion of the university’s utility infrastructure on the southern portion of Northeastern Illinois University’s main campus. Utility infrastructure includes heating/cooling, water, electrical, sanitary and storm water systems, and technology.

Only those firms which meet the following qualifications will be considered:

Submitted 5 copies of their qualifications.
Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
Registered and authorized to do business in the State of Illinois.
Utilize an AutoCAD compatible system to provide documents.

Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
