Northeastern Illinois University, in accordance with Public Act 87-673, is seeking professional architectural firms interested in providing services for the Science Building entrance modifications and elevator installtion at the University, in Chicago, Cook County, Illinois. The estimated cost of this project is $459,100 and consists of replacing the original doors and window wall at the main entrance to the Science Building with two new parallel double glazed walls creating an entrance vestibule with appropriate utilities. The vestibule is required to reduce the infiltration of outside air into the building, better accommodate pedestrian traffice and provide protection from water and ice falling from the face of the building. In addition, the deteriorated concrete steps in front of the entrance will be replaced, and an additional 3 stop hydraulic elevator will be provided in proximity to the remodeled entrance.
The scope of professional services consists of program analysis, preliminary design, bid document preparation, bidding assistance, and construction administration. Related commissioning services are to be provided during apprpriate phases. The contract will be awarded on an incremental basis by phase or phases. The initial contract will be for program analysis and preliminary design phase only. This will include organizing space requirements and performing functional and economic analysis for location of new elevator in relation to modified main building entrance and providing the final report for selected solution to include supporting data, schematic palns, and preliminary cost estimate.
Selection of design firms is not based on competitive bidding but rather on the firm''''s professional qualifications, experience and the expertise of key personnel to be assigned to the project. Consideration is also given to complete the work in the time required, the firm''''s existing workload, extent of work which must be subcontracted by a firm, the proposed method of accomplishing the project objectives and past performance. Northeastern Illinois University strongly encourages MBE/FBE firms to apply for selection as the contracting A/E and to seek participation in working as a consultant with contracting firms.
Firms and their preferred consultants, must be prequalified with the State of Illinois Capital Development Board in the required areas of the scope of the work. Professional firms who are not prequalified may obtain the necessary forms from CDB''s Office of Contract Administration, 3rd floor, Wm. G. Stratton Bldg., 401 S Spring St., Springfield, IL 62706. Architectural firms and their consultants should have experience in remodeling of University facilities and elevator construction with a minimum of 3 projects valued at 300K within the last 6 years. Firms should be prepared to develop a commissioning program.
Submittal requirements and deadline: CDB Standard Form 255/rev.8/2/83. Additional pages are not necessary. Only staple the CDB 255 Form, do not use binders. Any incorrect, incomplete or misleading information given on the CDB 255 Form may result in the rejection of a submittal. Please be sure to have the information completed in its entirety. A signature is required on the front page. The number of individuals licensed in Illinois is of significant importance. Submittals by a joint venture will not be considered. Statements received after the deadline will be returned. There will be no time extensions of the deadline. This is not an invitation of bids. Submittals may not be faxed. Submittals are DUE by 2:00 p.m., CST, October 27, 2000.
