The University is seeking to contract with a firm for the period through June 30, 2002 with the option to renew annually, solely at the option of the University, for additional one-year terms, as deemed necessary and desirable by the University. While the contract will go through June 30, it will be agreed that it is subject to automatic extension for up to fifteen days to address an extended or special legislative session. The chosen respondent will provide services to assist the University in various governmental relations duties working and interacting with the legislative and executive branches and both major political parties.

Services to be provided, as needed and as directed, will include such duties as
  • assisting in developing and drafting legislation,
  • government relations strategies,
  • meeting with University personnel in Springfield or other locations,
  • meeting with government relations personnel of other state universities,
  • attending legislative hearings,
  • meeting with members of the legislature and their legislative staffs regarding matters of interest to NIU, and
  • such other sevices regarding legislation as may be prescribed by the Office of the President of NIU.
The respondent chosen must have an office within walking distance of the State Capitol that may be utilized by University personnel when in Springfield. Respondent personnel assigned must be Illinois licensed attorneys. The respondent may not serve as governmental relations representative of any other university or community college.

Respondents must provide:
  • evidence of experience of the firm and the key personnel to be assigned in legislative matters,
  • a description of how such services will be provided;
  • qualifications of assigned key personnel;
  • a list of current government relations clients;
  • a statement of applicant's views concerning current legislative status of public higher education matters in the State of Illinois and challenges facing involved institutions.
