NIU is accepting submittals from qualified civil engineers to provide engineering services for a roadway and parking lot reconstruction project located at the DeKalb Campus. The scope of the work will include the reconstruction of parking lots 20 and 21, including reconstruction of entrance drives at University Circle, Lucinda Avenue, and Stadium Drive, and intersection work at Stadium Drive and Annie Glidden Road.

The scope of services will include but may not be limited to:

  • Topographical survey
  • Geotechnical investigation
  • Program analysis based on an existing traffic engineering analysis
  • Preliminary design with cost estimation
  • Preparation of construction plans and specifications for bidding with cost estimation
  • Field observation during the construction
The consultant will work with NIU's landscape architect to integrate new green space and plantings into the project.

The desired planning period will begin late fall of 2005, with all bidding documents complete for submittal February 2006, and construction to commence in April and May 2006 followed by project completion on or before August 1, 2006.

Submittal Requirements
Use of the CDB Standard Form 255 is required for submittal of qualifications. This project will be administered by NIU, not the CDB. Supplemental information should not be submitted and will not be used in the review of qualifications. Please include the following:
  • Resumes of key project personnel
  • Evidence of prequalification with IDOT in Roads and Streets, and Signal Coordination & Timing
  • Prequalification with the Capital Development Board (CDB)
  • References
  • Descriptions of similar, previously completed projects
  • Information regarding current workload and availability
A selection committee has been established by the University to review those firms that indicate an interest in this project. The committee will evaluate all submittals and recommend a preferred firm based on the following, weighted, evaluation criteria:
  • 40% Successful completion of similar engineering projects
  • 20% CDB and state university experience
  • 20% Responses of references listed on CDB SF255
  • 10% DeKalb County and City experience
  • 10% Minority and Female Business Enterprise involvement
