Pricing Changes:  Stoker coal increased 2.2%, 2x0 coal increased 3%, and delivery increased 6.3%.
Service/Product Changes:  None
Comments: The price increase is due to a $0.75 per ton increase in price for the coal, and also a $0.75 increase per ton for delivery, due to escalating fuel costs. Cost comparisons indicate that the increase is below the industry standard for the Illinois Coal basin pricing structure.

Southern Illinois University Carbondale is seeking bids for the annual coal requirements for the SIUC Boiler Plant, both circulating fluidized bed coal (CFB), and stoker coal. The CFB must be guaranteed to meet or exceed the following sizing and quality standards. Sizing shall be suitable for circulation fluid bed boiler utiliztion, with the following limitations:
  • 100 per cent passing 2 x 0 coal screenings
  • No more than 10% passing 16 mesh
  • Moisture percentage: 12-13.5% maximum
  • Ash percentage: 10-15% maximum
  • Sulfur percentage3-3.5 maximum
  • Gross calorific value BTU/lb: 11,000
Stoker coal sizings and specifications must be as follows:
  • Size: 1/4 x 1-1/4
  • Sulfur dioxide (SO) emissions limited to 5.8 lbs per million BTU input
  • Moisture percentage: 13.0 Maximum
  • Ash percentage: 10.5 maximum
  • Sulfur percentage: 3.2 maximum
  • Gross calorific value BTU/lb: 11,100
  • Slagging factor, R: 1.4 maximum
  • Fouling factor, R: .5 maximum
  • Free swelling index: 5 maximum
At its sole option, the University reserves the right to renew the contract for five additional one-year periods beginning July 1, 2004.
A purchase order will be awarded to the lowest bidder meeting specifications and conditions.
The University reserves the right to accept or reject any and all bids or parts thereof.Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid/RFP documents.Contingent on Board of Trustees approval.Bidding documents may be obtained by contacting the Purchasing Office.Illinois Department of Human Rights (IDHR) eligibility number is required on all bid proposals.
