A pre-submittal teleconference will be held on February 26 at 10am to discuss all State of Illinois required forms, including the Business Enterprise Program and Veteran Goals and the requirement of their respective Utilization Plan and Good Faith Efforts log. This advertisement is for Engineering firms to provide professional services for the replacement of campus water lines on the Carbondale campus of Southern Illinois University, Carbondale, IL. This project will be administered by the Illinois Capital Development Board (CDB) and by Southern Illinois University Carbondale.
This phased project will replace water lines that consist of four-inch to twelve-inch mains, ranging in age from 40 to 100 years. Design will require a thorough survey of existing infrastructure in predetermined areas to determine critical pathways and to prioritize the work phases. The survey will also aid in determining the quantity of work based on the funds currently available.
It is imperative that this project be completed in a timely fashion. Design for this work must be completed within ninety (90) days of award of contract and must include bid level documents. The selected firm will work closely with the owner to ensure the safety of the students, faculty, staff and the University community during the design and construction phases. It is anticipated that the first phase construction contract will be issued so that work can begin in the fall of 2019.

Board of Elections: Public Act 095-0971 - If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. If it is discovered that the vendor is non-compliant, but made a good faith effort to comply with registration efforts prior to the date the bid or offer is due, a chief procurement officer may provide the bidder 5 business days to achieve compliance. A chief procurement officer may extend the time to prove compliance by as long as necessary in the event that there is a failure within the State Board of Elections?s registration system. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.

  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
