Request for Information: GC Multi-Year Contract for Various Projects

Southern Illinois University Board of Trustees governing Southern Illinois University Edwardsville will be accepting RFI 2321 prequalification documents from General Contractors. RFI 2321 must be e-mailed to tshipto@siue.edu to be considered. It is the intent of the Southern Illinois University Edwardsville (SIUE) to prequalify for general contractor work, which may or may not include subcontractor work. The awarded general contractor/s will be responsible for all subcontractors on the projects. SIUE intends to issue multiple purchase orders/contracts for general construction projects at the Edwardsville, Alton, and East St Louis campuses. The maximum possible annual value of each contract is planned to be $500,000, with a total possible duration of five years. The price for individual projects to be accomplished through these contracts will be under the State of Illinois small purchase limit for construction (currently $100,000). Given the potential long-term nature of these contracts and the varying type of work possible on critical University buildings and infrastructure, contractors who wish to submit a bid are required to prequalify to participate in the solicitation. This solicitation-specific prequalification is in addition to the existing SIUE Purchasing prequalification statement. The solicitation bid package will be available later in April 2019.
Scope of Work: Construction projects involving buildings, utility systems, and other structures, including one or more of the divisions of work as defined by the Construction Specifications Institute MasterFormat. The University or a University-authorized architect-engineer firm will develop a scope of work, solicit one or more quotes from the contractors awarded these contracts, and then the University will issue a fixed-price order with a specific completion date for each project.
While the project scope of work is not defined, awardees will be required utilize CMS BEP certified vendors for a minimum of 20% of the dollars spent against the awarded purchase order. If the awardee does not fulfill this requirement, the contact will not be renewed and will be considered terminated.
No contact may be made with other SIUE representatives. If contact occurs, the vendor may be disqualified.

All general contractors responding to this RFI must also be prequalified with SIUE's annual prequalification statement, RFI 2019SIUEPrequalification.
